What is the Reasonable and Prudent Parent Standard (RPPS)?
The Reasonable and Prudent Parent Standard allows foster parents to give their foster children permission to do age-appropriate activities that promote cognitive, emotional, physical and behavioral growth. All states are now required to promote normalcy for children in foster care.
How did this become a requirement for foster parents?
In 2014, Congress passed the “Prevent Sex Trafficking and Strengthening Families” Act, H.R. 4980. This law establishes prudent parent standards throughout the United States. As part of this federal law, foster parents are now required to complete the Reasonable and Prudent Parent Standard Training by September 30, 2016.

How do I complete this training requirement?
In order to complete this requirement, foster parents must view the Reasonable Prudent Parent Standard training video. Upon completion of the video, foster parents will be directed to a form to complete. After the form is submitted, a confirmation email will be sent to the training participant that completed this required training. Foster parents must forward the email confirmation to their Iowa KidsNet Renewal/Support Specialist in order to demonstrate they have received confirmation for completing this required course.
How long will it take to complete this training?
This training will take approximately 30 minutes to complete.
Will I receive training credit for this class?
No. While this training is required of all foster parents, they will not receive any training credit to apply toward their license renewal. Each foster parent will only need to complete this training once.
Is there a cost for this training?
No. There is no cost to complete this training.
When do I need to have this training completed by?
All licensed foster parents in Iowa are required to complete the RPPS training within the first year of their license.
